September 2017 Macon shooting ruled justified

Macon – After being briefed on the Bibb County Sheriff’s Office investigation into the 2017 fatal shooting of 25-year-old Emmanuel Lee Stroud Jr., The Macon Judicial Circuit District Attorney’s Office has ruled the shooting justified. No criminal charges will be filed.

Bibb County deputies responded to a report of a person shot in the road near the intersection of Edwina and Walmar drives at about 11:50 p.m. Sept. 16, 2017. They found both Stroud and Tecovelin R. Starling, 36, had been shot. Stroud later died.

A subsequent sheriff’s office investigation later revealed evidence that Stroud shot Starling and then Starling shot Stroud in self-defense.
